Japan utility gets $12.8B nuclear crisis bailout

ONAGAWA, Japan (AP) ? The Japanese operator of the nuclear power plant devastated in last year's disasters received a 1 trillion yen ($12.8 billion) bailout Tuesday, putting it under government ownership, while international experts visited another plant that survived the tsunami's impact.

Tokyo Electric Power Co. apologized for the "inconvenience and anxiety" from the disaster at the Fukushima Dai-ichi plant in northeastern Japan, and for raising electricity charges to cover the costs of dealing with the crisis.

The company faces massive compensation demands from those forced to evacuate and whose land and products were contaminated by radiation leaks following the crisis that began March 11 last year when Japan's northeast was hit by a massive earthquake and tsunami.

TEPCO must also shoulder the enormous costs of decommissioning three reactors with melted cores and putting nuclear fuel rods from a fourth reactor into safe storage.

On Tuesday a group of experts from the International Atomic Energy Agency inspected a nuclear power plant just north of Fukushima that managed to avoid a similar catastrophe.

The 20-member IAEA mission, which is the first at the Onagawa nuclear plant since the crisis, aims to make its own assessment of how much damage the plant sustained from the magnitude 9.0 quake.

The three reactors at the Onagawa plant, about 120 kilometers (74 miles) north of Fukushima Dai-ichi, suffered temblors that exceeded their design capacity and the basement of one of its reactor buildings flooded, though the plant was able to maintain its cooling capacity. The reactors shut down without any damage to their cores.

The mission, led by seismologist Sujit Samaddar, will inspect equipment and facilities at the plant through Aug. 9.

In May, the last of Japan's 50 working reactors were turned off as safety checks were carried out, but two are now back online. Despite protests, the government is eager to restart reactors because of the ballooning cost of fuel imports to keep the power supply running.

A series of investigation reports, including one released earlier this month by a government appointed panel, criticized cozy relationships among the government, regulators and TEPCO. The reports also blamed TEPCO for underestimating the tsunami risk faced by the Fukushima Dai-ichi plant despite a history of quakes and tsunamis in the region.

Fukushima Dai-ichi's seawall was built to withstand a tsunami of up 5.7 meters (18.7 feet), much smaller than the tsunami which swept through the plant on March 2011. Onagawa's seawall, which survived the tsunami, was nearly 14 meters (46 feet) high. It has since been extended to nearly 17 meters (56 feet) above sea level.

Two Turkish soldiers killed in PKK clashes, locals flee

DIYARBAKIR, Turkey (Reuters) - Kurdish rebels killed two Turkish soldiers in clashes in the country's southeast and hundreds of villagers have fled the fighting, adding to Ankara's concerns over gains by Kurdish groups in neighboring Syria.

The government of Hakkari province, near Turkey's borders with Iraq and Iran, said the two soldiers were killed and 10 others wounded during fighting that broke out there on Sunday.

Fighting, including bombardment with helicopters and war planes, was still underway on the southern fringe of the town of Semdinli, town mayor Sedat Tore said.

He said six hamlets had been evacuated and up to 1,000 people had fled.

The province is the scene of recurring fighting between Turkish forces and fighters of the Kurdistan Workers Party (PKK), which has fought a separatist insurgency in the mainly Kurdish southeast since 1984 and which is regarded as a terrorist group by the United States, European Union and Turkey.

Syrian opposition forces say President Bashar al-Assad's forces last week quit areas further west on the Turkish-Syrian border, now reportedly controlled by members of a PKK-aligned Syrian Kurdish group.

The collapse of Syria's state security presence in a region populated largely by Kurds has stirred Turkish anxieties about the potential for rekindled separatist sentiment in its borders.

Turkish Prime Minister Tayyip Erdogan said last week that Turkey could intervene in Syria in response to any attack or potential threat deemed to emanate from there.

We want to like Google's Nexus Q. It isn't shaped like a run-of-the-mill media box, it's got a ton of ? dare we say? ? hot wires snaking out of its rear Matrix-style, it's got several components built in the U.S.A. and it glows! That's about as nice as we can be to the orby Nexus Q, because when it comes right down to functionality there are really 0 reasons to spend $300 on Google's Magic 8-Ball.

But that's okay (for now), because where there's room for improvement, the eager developers and hackers always have you covered. Here are six "fixes" and proof-of-concepts that give us hope that the Nexus Q is more than just an expensive paperweight.

With the initial stock of the Nexus Q completely selling out on the Google Play Store, there's clearly demand for Google hardware (although the actual number of units Google sold is uncertain). Being hacks, this list covers some tech that's little more than a proof of concept, but they represent the Q's potential. In the Google world, potential is all you need to design the future.




1. Netflix and App Launcher

A streaming media box is not worth $100, let alone $300 if it can't stream Netflix. Sure, it can pipe video from Google Play and YouTube, but no Netflix? You gotta be kidding! Luckily, thanks to the work of "kornyone," Netflix is a go on the Nexus Q and so is the ability to launch tons of other Android apps.

2. Run Games

Less than 24 hours after Google took the wraps off the Q, software engineer Philippe Hausler and Christina Kelly from Apportable immediately got to work cracking it open. While they weren't able to control any of the games they managed to get running on the Q, they did manage to get Swords and Soldiers on it. It's only a proof-of-concept, but it's enough proof that the Q can run games. Now it just needs a controller.




3. Pong

With no controller of its own (the Q uses an Android smartphone or tablet as one) and even fewer buttons, there isn't really much to work with. YouTube user "detansinn" cobbled together this super primitive Pong hack that uses the Q's volume wheel and play/pause button to control a rudimentary paddle and ball. It doesn't do two-player and doesn't even keep score, but, as detansinn indicates, it's a proof of concept that could lead to more use of the Q's volume wheel as a controller. It's like going back to the good ol' Atari days!




4. Web Browser Remote

As we already mentioned above, the Q can only be controlled wirelessly with an Android smartphone or tablet. QRemote, by YouTube user Tomi Blinnikka, gives you a third control option: a Web browser. It's still in early development and only controls music, but with time it's possible we'll see the QRemote being used to control a whole lot more.




5. CyanogenMod / XMBC

Folks dissatisfied with the limited capabilities of stock Android have, for years, flashed their Android devices with CyanogenMod. For those unfamiliar with it, CyanogenMod is a redesigned, open source user interface based on Android that gives users more control over what apps, features and customizations can be had on their devices. Developer Jason Parker managed to port the popular and versatile XMBC media player, albeit without sound working. Once audio gets fixed, the Q can finally be a real streaming media player.




6. Google Chrome

Google TV attempted to put a Web browser on every TV, but never really found its place. The initial Google TV boxes were expensive, had clunky software and laughable app support. It's better now, but it's still very much a failed experiment. It would seem that Google didn't learn anything from that whole ordeal because the Q, a device the company described as "an Android computer for your home" can't even surf the Web out of the box. Again, developer "kornyone" cleans up Google's mess with this USB input and Chrome browser add-on. To the Interwebs we go!

Anger at empty seats

Olympics organisers were urgently investigating why several venues had swathes of empty seats on Saturday, the first full day of competition at the London Games.

Organisers LOCOG were overwhelmed with demand for Olympics tickets when they first went on sale more than a year ago.

But there were rows and rows of unoccupied seats at some venues Saturday, notably the Aquatics Centre and the Wimbledon tennis complex, causing fans to vent their fury outside venues and on social media.

The embarrassing sight was blamed on accredited bodies, which include the International Olympic Committee, sponsors and the media.

"We are aware that some venues have empty seats," a LOCOG spokesman told AFP. "We believe the empty seats are in accredited seating areas, and we are in the process of finding out who should have been in the seats and why they weren't there."

There were entirely empty blocks at Wembley Arena for the badminton and plenty of unoccupied seats at Greenwich Park for the equestrian events, and at Earls Court for the volleyball.

Britain's Olympics minister Jeremy Hunt called the situation a "shame" and "very disappointing".

One angry punter at the Olympic Park told BBC television he blamed corporate ticketholders.

"It's not fair. There's thousands of people who would have got into that swimming pool to watch the races this morning and couldn't get in.

"They've (now) panicked about the political situation of the stadium being empty. We couldn't even get in but people were coming out saying how the stadium was half-empty.

"There were thousands of people stood outside wishing to go in."

During the Wimbledon championships, a match between British hopeful Anne Keothavong and former world number one Caroline Wozniacki on the 15,000-seater Centre Court would normally be played before a packed house.

But Centre Court was half-empty for the match on Saturday.

"Very surprised at amount of empty seats on Wimbledon Centre Court, especially as I applied for some! It can't be more than 50 percent full," wrote frustrated fan Alex Dover on Twitter.

"We're looking at this very urgently," Olympics minister Hunt told the BBC. "We want to make sure this kind of thing doesn't happen."

If sponsors are not going to turn up and take their seats, "we want those tickets to be available for members of the public," he said.

"It's a shame this happened but we're going to do everything to make sure that we fill up those stadia."

A woman who was shot in the Aurora, Colo., theater shooting rampage has suffered a miscarriage, her family said.

Ashley Moser, the?mother of the youngest victim killed in the shooting, was pregnant and was shot in the neck and stomach during the attack July 20. The family said the trauma that Moser sustained caused a miscarriage and that she underwent more surgery on Saturday morning.?

Moser, 25, is being treated at Aurora Medical Center.?


The family released the following statement:

Ashley Moser is recovering from an additional surgery she had this morning. Tragically, the extreme trauma she sustained also caused a miscarriage.

We want to send a special thank you to the courageous heroes of law enforcement, other first responders, paramedics, and doctors and nurses who have all gone beyond the call-of-duty in caring for our daughter, granddaughter and all of the other victims of this tragic event.

Our sincere appreciation goes out to all of those who have been sending well-wishes, prayers and good thoughts to Ashley. Her lifetime of care will be a long road. For those who wish to donate, please go to any Wells Fargo Bank and request the "Donation Account for Ashley and Veronica Moser". This is the only official donation account for the family.

Funeral arrangements for Moser's daughter, Veronica Moser-Sullivan, 6, are still pending.

Debbies Digest: Think Back Thursday ~ Playing WITH your kids

Sorry I am late getting this up. I will have to strive to do better. I watched a couple movies with the family last night instead of prepping this post.

Today's theme is...

These photos are from Mother's Day this year, 2012. I guess you could say the kids were playing with me and not me playing with them since on special days the one who is being honored, be it birthday or other holiday, gets to choose what to do and the whole family does it together. My hubby even joined in, though this is not his thing, because it was what I wanted to do. But, I am counting it, since we are playing together as a family.

There are a few still photos but the funniest parts are the videos.

Most of the videos are only a few seconds, all of them are under 2 minutes. I hope you enjoy these... they still make me laugh!!!!

Here is a game clip of Wii Active Life Explorer we were playing in case you want to see what the games are actually like. The one where you have to stop and then walk/run then stop is one we played above, also the sliding down the ice one is the videos above where we were on our hands and knees or sitting on the floor.

These are the photos of the gifts I got from my daughter Rachel. I thought I would include them as it was part of our day together. She also made me the crocheted flower pin I was wearing.

This is a jar of encouraging notes my daughter wrote for me. Anytime I need a pick-me-up I can reach in and read one.

After I opened my gifts we played the new game I had purchased, but we had not played yet. I love board games and love trying new things. The game is Dicecapades. It has over 100 dice and has Trivia, Drawing, Word and Number Play and Physical Challenges all in one game.? I was not able to look at all the trivia questions before we purchased the game so when we got home we realized the kids and I would not know one of the categories of questions. The category is popular music. We just really don't listen to worldly music at all. My husband would know some of the older stuff but not the new music. So to solve that problem instead of reading those questions we substituted questions from one of our Profeessor Noggin's Card Games. I believe this time we used the Space game as we were studying space at the time.

What was especially fun is that to choose your question for the Professor Noggin game you have to roll a die... it fits right in with the Dicecapades game and we have a lot of these Professor Noggin games so we can choose from a variety of subjects and play a different one each time we play Dicecapades.

Here we are setting up the game.

It was a great day and fun was had by ALL! as you could see from the videos.

Tough EU stance? It's in Germany's culture

BERLIN (AP) ? Head to the checkout at an Ikea in Stockholm to pay for your new leather corner sofa and with the swipe of a Visa card it's yours. Don't try that in Berlin ? that'll be ?1,699 ($2,080) up front please.

It's that financial culture ? a deep-seated aversion to debt and an emphasis on responsibility ? that makes Chancellor Angela Merkel's hardline approach to solving the European financial crisis so popular in Germany.

The attitude shows up in all walks of life, from the daily trip to the grocery store to putting a roof over your head.

The economy is so reliant on cash for transactions small and big, a way to ensure you don't spend more than you have, that Germany pushed hard for the ?500 note to replace its popular 1,000 mark bill when it joined the common currency.

It's one of the largest denomination notes being produced anywhere today, worth around $600, and is even known in neighboring France as "the German note." While even discount supermarkets in Germany happily take the ?500, very few shops in France will accept the bill.

Even though Germany is Europe's largest economy and one of its richest per head, it is last in home ownership with just over 40 percent. That compares to some 80 percent in troubled EU nations like Greece, Italy and Spain, and around 70 percent in Britain and the U.S., where owning your own home is part of the "American Dream."

Germans tend to be instinctively averse to taking out a mortgage. And lenders often demand a 20 percent down payment on a house or substantial collateral. So a culture has sprung up of just renting and holding on to cash.

When mortgage debt shot up by more than 20 percent in the 27-nation European Union between 1998 and 2010 ? and more than 35 percent in Britain and 60 percent in Ireland ? Germany was the only EU nation to see it fall, with a drop of 5.4 percent in that time period, according to the European Mortgage Federation.

The German aversion to debt also translates to credit card use ? or non-use. Only 36 percent of Germans over the age of 15 even possess a card, compared with 62 percent in the U.S., according to World Bank figures. And even when Germans do have a card, the limit is usually tied to a customer's bank balance and the bill is automatically paid off ? in full ? from the customer's account within a month or so.

"If I pay with my Visa, then Visa takes it from my account ? I don't get any real benefits," said Rainer Hoedt, a Berlin high school teacher.

"When we use our credit cards it's basically only when we go to the States and do our travel expenses through it because it's so easy. Here in Germany I don't use it at all."

Around the world Merkel has been derided as intransigent in her approach to the financial crisis, demanding budget cuts and fiscal austerity from allegedly profligate EU members.

But her hardline stand plays well among the people who elected her.

A new poll for Stern magazine shows 64 percent of Germans think the chancellor should stick to her guns, while only 32 percent think she should reconsider her insistence on austerity. The Forsa agency questioned 1,003 adults on July 5 and 6 for the poll, which had a margin of error of plus or minus 3 percentage points.

That means measures which some politicians and economists believe offer a way out of the debt crisis are considered unacceptable here.

Take Eurobonds, for example. Such joint debt could help ease the crisis by pooling risk between rich eurozone countries like Germany and their crisis-hit neighbors. No way, say Germans. Eurobonds, they argue, would just encourage profligate countries to blow their budgets even further, not to mention raise German borrowing costs.

Bailouts? Fine, but only if countries agree to strict austerity measures to get their financial houses in order. Print money? Not a chance, Germans say, still haunted by the memory of the hyperinflation of the early 20th century that helped create the conditions for Hitler's rise.

Germany's attitude to credit and debt largely stem from the financial trauma of the years that preceded the Nazi era. In the wake of massive reparation payments after the loss of World War I, the German mark went from its wartime level of about 4-5 per dollar to several trillion to the dollar.

Germany only agreed to eventually give up the mark in favor of the euro because the European Central Bank was designed just like the Bundesbank, Germany's central bank, as an anti-inflation watchdog whose mandate does not include political considerations ? such as stimulating job growth like the U.S. Federal Reserve.

The experience of hyperinflation is one that has been passed from generation to generation, said DZ Bank research economist Michael Stappel.

"My grandmother always talked about how every day prices were going up, how a bread roll that cost 10 pfennings then cost 5 million marks, and that could never be permitted to happen again," he said. "And my grandmother never spent ? she always saved, maybe 80 percent she saved."

Germans today don't save quite that much ? 11 percent on average ? but that's still much higher than less than 6 percent in the U.S. or 6.5 percent in Japan, for example.

And even the approach to saving is conservative, with 40 percent going into bank accounts, 30 percent into life insurance ? and only 6 percent into stocks, Stappel said. Another 3 percent goes into bonds.

So when Merkel holds Greeks and Spaniards to strict standards in return for European Union bailout funds ? to which Germany is the largest contributor ? and regularly shoots down ideas on quick fixes to the euro crisis, it should come as no surprise, Stappel said: "It's a part of the German culture."

Attitudes toward debt are starting to change, albeit slowly.

Credit cards, for example, are often needed for online purchases and are starting to become accepted in more places ? albeit often only with a roll of the eyes. And Ikea is taking them now in two of their nearly 50 German stores, spokeswoman Josefin Thorell said.

But both the stores that do take plastic are near the border with France where there's more demand from customers that they accept credit cards, said Thorell.

"It's to make it easier for the French customers," she said.

UK stowaway schoolboy: 'It was easier than my homework'

Questions about airport security are being asked after an eleven year old boy bypassed all security checks to board a flight from Manchester, England to Rome. Liam Corcoran was on his own as he walked onto the plane. ITV's Ciaran Jenkins reports.

LONDON -- An 11-year-old boy who flew alone to Rome, with no passport or ticket, has told a British newspaper how easy it was to board the plane.

Under the headline, ?I flew to Rome alone?, Liam Corcoran-Fort tells The Sun newspaper his adventure began simply because he needed to use the bathroom. The breach in security at Manchester Airport comes as Britain begins hosting the Summer Olympics in London. Several workers have been suspended from their jobs as airport and airline officials investigate how the schoolboy passed undetected through security checks.


Liam told The Sun, ?I didn?t have anything on me and no one asked me for anything. They smiled at me when I went through.?

His journey began at a grocery store in the north of England on Tuesday where Liam was shopping with his mother,?Mary Corcoran. Unhappy after an earlier disagreement, he wandered off and boarded a bus which was heading to Manchester Airport. Once there, Liam followed families through the terminal.

"I didn?t sneak through," he said. "I just wanted to go to the toilet. It wasn?t my fault because I didn?t know. I wasn?t trying to go anywhere I wasn?t allowed. But it was easier than my homework, even easier than computer games."

When Liam spotted a plane he decided to have a look around and then headed for the bathroom. He said: ?I opened the door and I was high in the air. I sat on a chair. I was a bit scared. I didn?t know what to do.?

The crew on board the Jet2 flight realized they had an extra passenger and looked after Liam until they landed at Rome?s Fiumicino Airport. Meanwhile Liam?s mother thought he?d been abducted, until the police called to say they had found him?in Rome.

?I was crying when I saw him again because I was so relieved. He is the most important thing in my life.? Mary Corcoran told The Sun newspaper. ?He is vulnerable and very loving and kind. He doesn?t understand things like a normal 11-year-old and he would trust strangers if they were nice to him.?

Manchester Airport said the matter is now being urgently investigated. "It is clear that documentation has not been checked correctly at security and the boarding gate,"?the airport said in a statement sent to NBC News.?"The boy went through full security screening so the safety of passengers and the aircraft was never compromised. We made preparations to ensure that his return to the U.K. was handled sensitively to avoid any distress."

The airline Jet2 confirmed three members of their staff were suspended pending the outcome of the investigation.

Despite learning a few Italian words, Liam said he did not enjoy his two hours in Rome: ?It was too big and scary on my own. I just wanted to go home and see my mum.?
